John Raven has the capacity to see a bigger picture and highlight some of the causes of failures of that bigger picture. In barely 6000 words, he manages to outline several meta and micro-level problems that have led to the position he outlines regarding evidence-based interventions. This achievement should not be overlooked; what he has managed in this piece would take other scholars several books to accomplish. At times the sections in this paper are limited in detail and veer towards the rhetorical but behind the succinctness are real answers to complex questions and subterranean levels of thinking. It would be trite to address every issue so in this response, so the author will focus on a couple of the meta and micro elements seen by John Raven as fundamental to his thesis.
