The Pan-Hispanic Community and the Conceptual Structure of Linguistic Nationalism
del Valle, Jose
International Multilingual Research Journal, v2 n1-2 p5-26 2008
In this article, the author analyzes the policies that since the early 1990s have actively promoted the status of Spanish both as an international and global language. The focus is on the actions and discourses of Spain's primary language policy agencies, namely, the Cervantes Institute and the Spanish Royal Academy. Although the Institute has mainly assumed the responsibility of promoting Spanish as a foreign language and the Academy has concentrated on the defense of Pan-Hispanic linguistic unity, their respective missions often merge. In this analysis, the protection of linguistic unity embraced by these agencies is grounded in a language-ideological system--which the author terms "hispanofonia"--that supports Spain's geostrategic interests, mainly in Latin America and the United States. He argues that the discursive construction of the "hispanofonia," although displaying post-nationalist and even making openly anti-nationalist statements, continues to rely on the conceptual structure of linguistic nationalism.
