At the start of 2018, the Higher Education Policy Institute (HEPI) was approached by the parliamentary Joint Committee for Human Rights (JCHR) to conduct an independent piece of research into the efficacy of university codes of practice on freedom of speech. The research formed part of the evidence base for the JCHR's 2017/18 inquiry into whether freedom of speech is being suppressed in UK universities. This report leads on from where the HEPI report for the JCHR left off, by seeking to provide a practical guide for UK higher education institutions when preparing or updating institutional policies on freedom of speech. It aims to build on what works, as well as what does not, in existing free speech policies formulated and employed by higher education institutions across the UK. In doing so, it presents a practical guide to the sector, which could be consulted, not only by institutions in England under the new regulatory landscape of the Office for Students (OfS), but also by higher education institutions in other parts of the UK with a legal duty--or at least a moral desire--to have processes in place for external speakers and events.
