Occupational program goals were collected from 42 Virginia community colleges, grouped into six major areas (manpower development, skills attainment, opportunity awareness, citizenship, personal enrichment, and individual needs), and matched with criteria that could help in program evaluation, including: salary levels, job titles, employer evaluations, student comment, and spending patterns.
