Birman, Beatrice F. – American Educator: The Professional Journal of the American Federation of Teachers, 1988
A recent analysis of the Chapter 1 program shows that it facilitates achievement. However, it does not move students substantially toward the achievement levels of advantaged students, and the gains do not persist after students leave the program. Six findings are presented along with recommendations for improving the programs. (VM)
