When the first edition of "The Educational System of the United Kingdom" was published in 1991, higher education in the United Kingdom was immersed in an era of significant change. The 1991 report, which focused on changes to the UK system from 1976, recognized that major reform was set to continue into the twenty-first century. This has proved to be the case: higher education has seen a transformation in its structure, main purposes and essential nature since the early 1990s. The transformation has been driven by legislation and national funding policies resulting in both sociological and epistemological change. The authors of the 1991 report acknowledged that it would provide valuable, if interim, information. This report charts the substantive changes since 1991 but inevitably refers to a whole range of further developments which are currently still under discussion. The structure of this report differs from the previous one because the UK system is now both more unified (the polytechnics became universities in 1992) and more regionally differentiated (funding for higher education is now based on a regional structure rather than institution type). The first chapter provides an overview of the UK higher education system, including the different kinds of HE institutions, and describes describe the major changes since 1991. The second chapter covers the Scottish system, as this differs significantly from those of England and Wales, particularly at secondary level. Further education is dealt with in chapter three. Chapter four focuses on secondary education in England, Wales and Northern Ireland. The fifth and final chapter deals with professional qualifications.
