Redressing the overrepresentation of Black students in certain special education classrooms involves (1) working to improve the identification and placement process; (2) helping parents to become more knowledgeable consumers of the educational system; (3) using the courts to defend Black and disabled students' rights; and (4) developing community resources to meet needs of affected students and parents.
