Except for a period of intense recruitment of Blacks which occurred between 1966 and 1972, attitudes toward providing Blacks greater access to graduate and professional education have not changed substantially since the 1950s. The small percentage of Blacks currently holding doctorates limits, in turn, the future development of Black professionals. (Author/GC)
