Interviews with managers in British further education colleges show that National Vocational Qualifications (NVQs)/General NVQs and increased financial control through the Further Education Funding Council are causing preoccupation with finance, making it difficult to develop broad, balanced curricula. Only a minority of students have benefited from these changes. (SK)
