Evaluation of the design of the Massachusetts Comprehensive Assessment System (MCAS) tests in English highlights a significant gap between where it stands as a test of English language learning and where it should stand. This suggests that determining whether any MCAS test is aligned with its subject framework is much more complex than counting test items to see that they match and cover the framework's standards.
