Reforms are productive only when guided by fundamental educational principles: efficiency, justice, progress, and humanization. Using higher education as a political weapon and subjecting education to politics and economics undermines the nature of higher education. The present grass-roots decision-making movement for university autonomy in China may reduce uniformity and change ways of thinking. (Contains 24 references.) (MLH)
