A systemic model for conceptualizing, designing, implementing, and evaluating intervention trials with handicapped infants and young children is proposed. The model has seven components: developmental basis, explanatory factors, intervention targets, assessment procedures, intervention strategies, intervention contexts, and evaluation procedures.
