New Technology and Human Resource Development in the Automobile Industry.

This document contains five case studies of plants within large enterprises in the automobile industry (Ford, Toyota, Volkswagen, Renault, and Volvo), plus reports of each company's views on human resource development, new technology, and changes in work organization and skill formation. The document is composed of five narrative sections, references, and an appendix. The first section sets the case studies within the context of a larger study of technological change and industrial restructuring. The second section describes the rationale and methodology used and reports the findings of the case studies from plants in the United States, Japan, West Germany, France, and Sweden. The third section discusses the following topics: (1) technology in the automobile industry; (2) the process of technological change; (3) management change and the proper use of technologies; and (4) technology as an instrument for managing change. The fourth section examines employment and work organization, including the impact of economic conditions, the importance of internal labor markets, health and safety considerations, and the question of job satisfaction. The fifth section discusses training and education, pointing out that the issues related to the current situation go beyond purely vocational training and involve education in the broader sense.
