A 4-day inservice teacher workshop, held so that teachers from a number of countries could share ideas and experiences about foreign language teaching at the elementary school level, is described. Speeches and events of each day are summarized briefly, and plenary sessions are chronicled in somewhat more detail. The latter include: a description of a Croatian project to introduce foreign language instruction in elementary schools, including principal findings concerning program design, learner age, desired teacher characteristics, content, objectives, and teaching conditions; a study of cognitive and affective characteristics of young learners; an overview of elementary school pilot projects in Scotland; discussion of foreign language communication by young learners; notes on German curriculum design; results of a survey of teachers in the Croatian project; description of English language teaching in Viennese (Austria) elementary schools; and perspectives on elementary teacher training and articulation with secondary education. Proceedings of smaller workshops on English, French, and German teaching are also chronicled. Conference social activities and evaluation efforts are noted briefly. Appended materials include a conference schedule, list of participants, sample lesson plans for English, French, German, and Italian, and a list of materials produced in the Croatian project. (MSE)
