This kit on personnel organization in member libraries of the Association of Research Libraries (ARL) is a revised and updated version of a 1973 kit. In the past, personnel functions within libraries were often carried out through the parent institutions' personnel offices in conjunction with existing administrative offices of the libraries. However, results of the 1977 SPEC (Systems and Procedures Exchange Center) survey indicate a definite movement toward organizing the array of personnel functions within a library personnel office. Of the 55 libraries that responded to the survey, 24 (44%) indicated a minimum of one full-time staff member responsible solely for the library's personnel program. An additional six libraries (11%) indicated that they expected to create a personnel position in the near future. The kit contains the following: an Office of Management Studies listing of staff development officers at ARL libraries; seven position and personnel office descriptions (six for specific academic libraries and one for the Library of Congress); and a committee report defining the duties and qualifications of the chief personnel officer of a university library. Study results indicate that some offices are primarily involved in record-keeping activities and coordination with university personnel offices, while others are involved in policy-making, staff development program design, and ombudsman-like activities.
