The Federal Role in Meeting the Education Needs of Chicanos and Puerto Ricans with Special Emphasis on Higher Education. Final Report.

Federal efforts to meet higher educational needs of Chicanos and Puerto Ricans are analyzed in this report. As part of a study conducted by L. Miranda and Associates, 15 Federal agencies were surveyed to determine their programs and their financial commitment to Hispanic postsecondary education, and the participation of Hispanics in each agency's programs. The report evaluates the problems that confront Hispanic students in higher education. It finds that there is a lack of policy guidelines at the Federal level on higher education for Hispanics and, further, that higher education programs for this group are widely scattered. In addition, the lack of government funds to support Chicano and Puerto Rican education, the lack of a means for keeping track of Hispanic students' progress in higher education, and underrepresentation of Chicanos in higher education are noted. Report recommendations include: (1) simple and concise management reporting for agency personnel responsible for higher education programs; (2) collection of data reflecting ethnic groups and subgroups of students in postsecondary education programs; (3) a survey of Hispanic subgroups; (4) annual evaluation of program impact on the Hispanic population; (5) on-site monitoring of educational programs; (6) centralization of Federal programs to coordinate educational activities; (7) sensitizing of educational administrators to Hispanic culture; (8) appropriating more funds for higher education; and (9) providing incentives such as scholarships, grants, and educational subsidies to Hispanic students for professional and college education.
