As part of the comprehensive planning process, once goals are developed, needs established, problems analyzed, and alternative solutions proposed, the decision is made to implement a particular program. The first step toward successful implementation is careful planning of the tasks, activities, personnel, calendar, resources, and evaluation methods necessary to meet the program objectives. Gearing-up follows the planning stage and is in turn followed by full-scale operationalization of the program. A fourth step, based on a continuing evaluation of the program's progress, is the decision to terminate, maintain, or expand the program. This step is distinct from the evaluation performed following implementation. Four implementation models are described briefly: Educational System Planning, PLANS (Providing Local Agencies with New Strategies), Management by Objectives, and the Educational Project Management Instructional System. Techniques to be used in implementation may include Gantt charts, Milestone charts, and such network-based techniques as the precedence diagraming method, program evaluation and review technique (PERT), the critical path method, and flow diagraming.
