Review of Nebraska Technical Community College System: History, Financing and Services.

The history, financing, and services of Nebraska's technical community college system are reviewed in this six-part report. Section I traces the history of the system, covering general background, two-year junior colleges, state vocational/technical colleges, the area system of vocational/technical schools, and the creation of technical community college areas. This section also provides a dateline of the system's statutory history. In section II the evolution of the state and local financing of Nebraska's community colleges is described. Section III discusses technical community college programs and services, covering the colleges' instructional role and mission (for general academic and vocational/technical instruction, as well as avocational/recreational instruction), special programs, future instructional role and mission, partnerships between community colleges and companies, and constituencies served. The recent funding history of the college system, including property tax revenue, state aid, and tuition and fees, is presented in section IV, while section V offers some national perspectives on college funding. Finally, section VI discusses the elimination of technical community college area property tax authority. (JMC)
