In Defense of Fairness.

The "Fairness Doctrine" of the Federal Communications Commission (FCC) requires that broadcasters allow ample time for presentation of differing opinions on controversial issues. The Office of Communication of the United Church of Christ acted as a consultant to citizen groups (when requested to do so) in more than 30 communities who believed a local station was not living up to the Fairness Doctrine. This report summarizes action over a two-year period against stations dominated by right-wing broadcasts. The project achieved results in three fields: education about the rights of citizens to determine broadcast content, community organization and action towards this end, and legal defense of the Fairness Doctrine. Greater stringency by the FCC in renewing broadcast licenses is recommended. (JK)
