Today, school district leaders must comply with multiple federal statutes (Individuals with Disabilities Act, Section 504 of the Rehabilitation Act, and Americans with Disabilities Act). The trend is toward full inclusion, despite judicial overrulings, clarifications of "least restrictive environment," and emergence of opposing groups. Costs will increase as districts strive to provide appropriate staff and services. (25 references) (MLH)
