An Investigation of Teacher, Principal, and Superintendent Perceptions on the Ability of the National Framework for Principal Evaluations to Measure Principals' Leadership Competencies

The purpose of this qualitative study was to investigate the perceptions of effective principals' leadership competencies; determine if the perceptions of teachers, principals, and superintendents aligned with the proposed National Framework for Principal Evaluations initiative. This study examined the six domains of leadership outlined by the Principal Evaluation Committee and their relationship to the perceptions of teachers, principals, and superintendents by surveying school superintendents and elementary school principals and teachers in the Jefferson County, Missouri school districts using a Likert-type scale survey with a rank order section, and an open-ended question. School district leaders may benefit from this study, as it may be a guide for developing a principal evaluation tool at their district level. School district administrators may find that this study helps direct their professional development on the use of the new evaluation tool. Colleges and universities may obtain a stronger picture of program changes that may be needed to develop stronger preparation programs for degree-seeking principals. The educational community may benefit from the potential positive effects of enhanced leadership ability that may impact the quality of instruction and increase overall student achievement. A review of literature provided key aspects of the six domains of the National Framework for Principal Evaluations and empirical studies to outline previous perspectives on the core tenets. The researcher used qualitative data about effective leadership qualities to determine how the perceptions of teachers, principals, and superintendents related to the guidelines of the new principal evaluation framework.
