Maltreatment of subjects has led to the introduction of an ethics review process for research involving humans. Institutional Review Boards (IRBs) require investigators to justify their human research to peers prior to recruiting participants. This paper describes the composition, functions, and duties of IRBs; the effectiveness and restrictiveness of IRBs; challenges and responses to IRBs; and the making of ethical decisions. (SM)
