This document presents an overview, analysis, and historical assessment of the Major Project for Education in Latin America and the Caribbean. Conferences, regional meetings, and outcomes from the inception of the project in 1979 are described. This project stresses the establishment of a regional network for exchange of information, experiences, and cooperation between institutions and national education projects. The problems of global administration in Latin America, planning training programs for administrators and defining their role, and the role of the regional network are included, along with the research and innovation in planning and administration for basic education and literacy. Appendix 1 includes the technical and research support that is available from member institutions in 15 countries. Appendix 2 includes a design for program evaluation of planning and administration of literacy and basic education programs. Appendix 3 describes an independent study program for administrators that includes program design, instructional systems, questionnaires, methodology, inservice training, staffing, and operations. Appendix 4 includes descriptions of experiences from various institutions in eight countries affiliated under the main project. Additional conference information is offered in Appendixes 5 to 7, including the report of a working group of the technical meeting held in Bogota, Colombia, December 2-6, 1985. (NL)
