This short booklet is a joint expression by public sector labor and management that recognizes that neither side has all the answers to the problems of employee substance abuse and that both share a common concern for a successful outcome. The booklet summarizes the dimension of substance abuse in today's workplace; and it tries to encourage public sector labor and management to consider employee assistance programs as a vehicle for dealing with this problem. The booklet defines terms and dispels myths; it reviews the history of employee assistance programs and relates it to the status quo; and it profiles the problem and proposes a solution. Finally, the pamphlet shows how the joint labor-management approach to employee assistance programs designed to combat substance abuse has met with considerable success. (Six references.) (KC)
