Section 1, "School Boards and Superintendents," includes chapters on school board members authority and relationship with staff, the Texas Open Meetings Act, competitive bidding and proposal requirements for Texas school districts, law of nepotism and conflicts in Texas, religion in the public schools, environmental issues relating to public schools and junior colleges in Texas, copyright law, real estate issues relating to school districts and colleges, and election laws. Section 2, "Teachers and Other Staff," includes chapters on the First Amendment and school employees, employment discrimination and related claims, sexual harassment of employees, avoiding impermissible inquiries in the pre-employment process, the Texas Public Information Act, employment practices regarding the disabled employee, employment contracts, investigating employee wrongdoing, documentation for teacher improvement or termination, and implementing a meaningful grievance process.
