Continua or Chimera?

This article looks at two concepts in the British 1993 draft Code of Practice concerning students with special needs: the concepts of a "continuum of needs" and a "continuum of provision." Issues involved in connecting the two continua are addressed, including whether service delivery decisions should be based on severity of need or according to parental choice. (DB)
