Because increased need for child protective services exceeded the Texas Department of Human Services' capacity for timely response, a 2-year Case Decision Project was implemented with the aim of applying automation to parts of the case investigation process. The project produced a Case Investigation Decision Support System with two sections: a manual version and an automated version. The manual version consists of a workbook that leads users through a standardized method for obtaining case information and making case decisions. Although the workbook was designed to prepare users for the automated version, it can also be used by itself. In a pilot test, the workbook gained broad acceptance. Part I of this document gives a full report on the evaluation of the workbook, and discusses several problems which were identified by pilot testing of the automated version.
