Work First and Forget about Education: New York City's Personal Responsibility Act and the Creation of a Working Underclass.
Jones-Brown, Delores; Mahoney, Jacqueline
Social Justice: A Journal of Crime, Conflict & World Order, v28 n4 p33-48 Win 2001
Though New York City's welfare reform act claims to emphasize personal responsibility, its design diminishes the possibility of sustained, meaningful employment or long-term economic stability for substantial numbers of Temporary Assistance for Needy Family recipients. By focusing on gaining employment, the act ignores well-established avenues to true independent living. Describes the rhetoric and reality of the act. (SM)
