Operative criteria used by administrators when recommending teachers for promotion were identified. From the criteria elicited in testing, similar categories emerged with shifts in the priority of decision power. The study extended personal construct theory into administrative practice to demonstrate the effect of personal realization of operative criteria. (Author/DWH)
