Averting a Teacher Crisis in Oregon.

This paper reviews the various recommendations for improving teacher education in the United States and compares them to educational conditions in Oregon. Recommendations are made to the Oregon Teacher Standards and Practices Commission in four areas: supply of new teachers, assurance of quality of teacher candidates, induction of new teachers into the public schools, and continued competence of employed educators. Other changes may be needed in the way public schools in Oregon are financed and teachers are compensated, but no recommendations are made on reforms such as raising teachers' salaries, creating career ladders in teaching, offering merit pay, or providing loans for college students planning careers in education. Changes in these areas are outside the jurisdiction of the Commission. (Author)
