The Flexible Learning System: A Program for Early Childhood Staff Development. Project Documentary.

This report is a description of the Flexible Learning System (FLS) project as viewed from the three major work phases of development, research and implementation. The Flexibile Learning System (FLS) began as an outgrowth of the Far West Laboratory's several years of investment in research and development of a Responsive Model of Early Childhood Education for young children. The model emphasizes the development of cognitive abilities and positive self-concept in children as complementary goals. The principal objective of FLS has been to provide a flexible system of teacher education for adults in early childhood education. This report presents a research and evaluation study of the FLS training materials' effectiveness. Included is an historical overview as well as chapters on FLS development which include a discussion of objectives, intended users, changes in development, and developers. Another chapter covers FLS research, and evaluation in four parts: identifying early childhood teaching competencies, the FLS research and evaluation methodology, defining teaching competencies and integrating research, development and evaluation. Two other chapters deal with FLS implementation and dissemination and future development of the project. Appendices of supporting materials comprise nearly half of the volume. (Author/MS)
