Response to Recommendations Contained in the California Postsecondary Education Commission Report Entitled Through the Open Door.

This report by an Association Task Force itemizes and analyzes the recommendations of the Commission study "Through the Open Door" and proposes alternatives. It responds individually to each of the four sections of the study report recommendations: (1) The Extent to Which the California Community College System is Fulfilling Its Purposes and Achieving Its Objectives; (2) Student Accounting, (3) Grades and the Reporting of Grades, and (4) Other Considerations. Section one considers the clarification of the role and function of California community colleges, the award of continuing education units for upper division courses, and the role of the California State Universities and Colleges in vocational education. Section two concerns attendance accounting procedures, grading procedures and credit options, and educational program reforms. Section three discusses student record-keeping guidelines, standardization of grading policies, non-penalty grading systems, and probation and dismissal policies. Early identification of students in academic difficulty and support services for such students are also considered. Information on transfer students to baccalaureate institutions, staff development programs, and the effect on students of policies and practices adopted by local boards of trustees are reviewed in section four.
