Designed to review service learning programs which interrelate the world of education, work, and community service and also to consider what contributions the American Council on Education can make in the areas of education, work, and the problems of American youth, this report discusses various service learning programs, both domestic and international, by explaining how well they function and what can be done to improve each program so that they can play a more effective role in overall youth policy. Part 1 of this two-part report presents descriptions of the following seven domestic programs: the voucher system, the GI bill, the armed forces, community colleges, HEW/OE programs, ACTION programs, and other public- and private-sector programs. A summary discussion and recommendations conclude the section on domestic programs. Part 2 presents descriptions of the following international programs: college and university programs, intermediary-organization programs, private-sector service-organization programs, public-sector programs, and programs involving a reverse flow. Also included are discussions of the evaluation and assessment of all service-learning experiences, possible courses of action, and recommendations. (BM)
