Four scenarios of higher education in Hawaii are examined. Each is based on specific predetermined elements of the system (geography, culture, political influences, information technology, demography, land shortage, and history) and two major uncertainties: general health of the regional economy, and pursuit of inward-looking vs. outward-looking policies.
