This booklet is designed to assist teachers, administrators, and policymakers in the implementation of the Carl D. Perkins Vocational Education Act of 1984. Section I contains the sections of the Act that deal specifically with the handicapped and disadvantaged: Title II, Part A, Section 201--Uses of Funds, Section 203--State Allocation, and Section 204--Criteria for Services. Each section is interpreted. Section II sets forth the population criteria for handicapped and disadvantaged students. Section III addresses implementation. Examples of supplemental services that may be provided are listed. The purposes and types of vocational assessment are then considered. Prevocational programs are briefly discussed, and other types of services are suggested, including summer activities, purchase of modern equipment, transitional services, and outreach for equal access. Sections IV and V provide the matching requirements and guidelines for proposal writing of handicapped, disadvantaged, and individualized education programs. Appendixes, amounting to approximately one-half of the booklet, include special needs provisions of the Perkins Act, application proposal guidelines for Title II, Part A--Special Needs of the Act, guidelines for vocational assessment of the disadvantaged and handicapped, and guidelines for the "Equal Access" provisions of Section 401.101(a) of the Act.
