Goals and Recommendations for Adult and Continuing Education Instructional Programs of Nebraska Postsecondary Institutions.

This is a report by the Nebraska Coordinating Commission for Postsecondary Education which identifies adult and continuing education responsibilities between the elementary-secondary and postsecondary education levels and presents a proposal for an integrated adult education delivery system. In the first of four sections, the history of Nebraska's provision of educational services to adults is reviewed. The importance of avoiding duplication of services and courses is stressed. Section 2 reports the procedures used to develop the goals and recommendations. In section 3 the findings include definitions of adult and continuing education. Also presented are six basic principles for the proposed delivery system. Three basic concepts for an integrated delivery system are outlined. For example, the first concept states that each institution has the right to offer any adult/continuing education program within its approved program limits which does not duplicate another public institution's program for the same service area. The final section contains five broad goals, each of which contains implementation recommendations. For example, part of the first goal is to conduct a study of Nebraska adults' needs for basic and continuing education. Appendixes depict the structure of Nebraska's adult and continuing education and provide definitions. (CSS)
