Supplementary School Funding and Concentration of Poverty: Academic Performance in Chicago's Community Schools

This paper evaluates potential benefits of the community schools model. The sample consists of 20 Community Schools and 40 comparison schools. Data were obtained from the 2013 Illinois School Report Cards, including demographics, and grade-level ISAT scores by gender and subject. A matched sampling method was used to control for student demographics, and potential neighborhood effects. A two-level HLM model was used to partition the variance between neighborhoods and community school status. Community school status and neighborhood concentration of poverty reduced the between-schools variance for ISAT average by 19 points. A significant concentration of poverty interaction was found for third grade ISAT Composite ([gamma]11 = 17.731, P<0.001), Reading ([gamma]11 = 17.474, P<0.001), and Math ([gamma]11 = 17.989, P<0.008) scores.
