Changing the Narrative: The (Counter) Stories of Black Women Students' Experiences with Campus Sexual Assault Policy at an HBCU

This dissertation explores the campus climate of a Historically Black University in the Southeastern United Sates by providing an overview of the campus' sexual assault policy and Black women students' and administrators' perceptions of the climate surrounding sexual assault on the campus. The research questions that guided this study are (1) How does institutional context shape the policy development and implementation of campus sexual assault policy at an HBCU and (2) What are Black women students' experiences of campus sexual assault policy implementation and reporting at this HBCU? The research design consists of semi-structured interviews with six administrators and six student participants that were analyzed using Counterstory. The significance of this dissertation is to contribute to the body of research which exists about campus sexual assault policies at HBCUs. The findings of this study include several themes that were identified from participant interviews including how the institution views their stance on campus sexual assault policy and then student perceptions of the policies. This study provides administrators with information that can assist in the development and implementation of campus sexual assault policy. There are also implications that in practice, cultural relevant campus sexual assault policies and programs should be created and tailored to meet the needs of the student body.
