The Self Study Evaluation of the Guam Pediatric Evaluation and Developmental Services (PEDS) Unit. Final Technical Report.

This report presents results of a self-study evaluation of the Pediatric and Developmental Services (PEDS) unit, a center-based collaborative interagency program in Guam which provides screening, assessment, referrals, and initial intervention for children birth to 3 years of age with or at risk for developmental delays/disabilities and their families. The study utilized the self study instrument developed by the U.S. Department of Education, Office of Special Education Programs, for programs under Part H of the Individuals with Disabilities Education Act. After an introduction, individual sections of the report cover: (1) a review of the Part H Self-Study Instrument; (2) development of the PEDS unit; (3) the current status of the PEDS unit; (4) service delivery of the PEDS unit; and (5) recommendations. Recommendations address the PEDS unit-services expansion, the PEDS unit-research directives and initiatives, and the PEDS unit-evaluation and self-study directions and initiatives. Among 13 appendices, which comprise most of the document, are various memoranda of agreement between Guam and federal agencies, samples of forms used by PEDS, the PEDS policy and procedures manual (1990-91), a sample case, the PEDS brochure, and a research article by J. W. Holstrum entitled "Where America's Special Babies Begin." (DB)
