Describes environmental education's successes and failures during the 1970s and identifies tasks for the decade ahead. Cooperative efforts have produced better results than have searches for federal leadership and funding. In the 1980s environmental educators must acknowledge, but not dwell upon, their differences in philosophy and approach. (WB)
