Overhauling and Regulating Schools Set Up by Migrants: The Reason for Overhaul

The article presents information on overhauling and regulating schools set up by migrants in the Pudong New District of China. As the number of migrants has risen sharply in the Pudong New District in recent years, so has the number of migrant children. An overall investigation of the fifty-nine schools set up by migrants was conducted and the results are reported. It was found that about 94.1 percent of the teaching materials used were from the national edition or People's Education Publishing House edition, the schools offered five, six, or nine (including junior middle school) years of education, and that the educational level of most school operators was not high (only 2 percent had a college education). The most common problems noted in these migrant schools were: (1) substandard school building and dormitory conditions; (2) poor financial circumstances of students' families; (3) tight school finances and chaotic financial management; (4) difficulty in implementing planned parenthood; (5) serious safety hazards; and (6) poor teaching quality. After obtaining a large amount of data, the district government decided to sort and overhaul the migrant schools in the district in accordance with the spirit of the document "Decision of the State Council on the Reform and Development of Basic Education."
