This document reports the developmental phase for the overall plan for developing and field testing a computerized information system which was designed to convert the manual collection and tabulation of data gathered from vocational programs throughout the State to a more efficient automated system. (The actual field test is reported in another document.) The introduction states the problem and presents the primary goals and objectives of the project. The methodology used in the assessment phase is then described and followed by a discussion of the priority determinations needed to guide the study activities. Also included are descriptions of the instrumentation, the computer program, and the staff and local inservice programs designed to develop awareness of computer services and information management. Finally the results of the project (development of a student data file and a teacher data file) are presented. A large appendix accompanies the document and includes references and numerous related schedules, forms, charts, and lists. A copy of the instructional manual for teacher/student data collection is also included. (BM)
