The report of the Independent Commission on the Future of the State University of New York is presented, based on public hearings, review of staff studies, visits to the 18 campuses, and interviews with personnel at the State University of New York (SUNY), other colleges, and state officials. Major findings include: SUNY is the most overregulated university in the nation; and in research and graduate education, SUNY's achievement is well behind that of leading public universities in other states and leading independent universities in New York. Information is provided on the academic standing of SUNY's research and graduate education, the status of its libraries, research funding, student recruitment, minority enrollment, the community college system, health sciences centers, and statutory colleges. Recommendations are offered concerning: strengthening SUNY's contribution to the state, management flexibility, SUNY's structure, and finance. It is concluded that a fundamental change in SUNY's structure is required and that it should be restructured as a public benefit corporation under the SUNY Board of Trustees. Individuals who were interviewed, offered testimony, or contacted during campus visits are identified. (SW)
