The National Conference on Moral/Citizenship Education (MCE) was the major activity of Planning for Moral/Citizenship Education, a year-long national planning effort. The primary purpose of the conference was to develop MCE recommendations from as wide a base as possible concerning research, development, and dissemination, with the ultimate goal of submitting the recommendations to NIE and the public for programs that will have an impact on our schools and our society consistent with democratic values and principles. The report outlines the background of the conference including the objectives, public concerns, assumptions, activities, and products of its planning effort. The conference recommendations focus on public policy, theory, research, development, and dissemination. Each category details the highlights from several inputs: the major conference presentations, the work-group reports, the discussion by reactant panels, discussion from the floor, a brainstorming session, responses to individual questionnaires, and comments on the first draft of the proceedings report.
