As part of its mission to provide centralized services for the acquisition, storage, retrieval, and dissemination of scientific and technical information (STI) to support Department of Defense (DoD) research, development, and engineering studies programs, the Defense Technical Information Center (DTIC) sponsors the Shared Bibliographic Input Network (SBIN) for online shared cataloging of technical reports among DoD agencies and their contractors. Initiated in 1977 as an experiment, SBIN is now an integral part of DTIC operations. This report discusses the period of the SBIN experiment, including the process of moving from a centralized to a decentralized cataloging facility; the identification and resolution of problems encountered in the areas of standards, systems, and operating procedures; DTIC's Resource Sharing Advisory Group (RSAG); and an evaluation of SBIN.
