A report on a World Health Organization Symposium on postbasic and graduate education for nurses in Europe is presented, along with summaries in French, German, and Russian. After providing background information on the symposium, attention is directed to: curriculum development; organization and management of the nursing department; faculty and student issues; and resources, facilities, and services. It is concluded that the appropriate location for the education of nurse teachers, managers, and researchers is the higher education or university sector. Based on a primary health care model, it is proposed that nurses need new knowledge, skills, and attitudes, and specifically the ability to identify and analyze problems, plan strategies, and undertake research. Teamwork, collaboration, and effective communication among health personnel are an important component of the model. Recommendations are offered concerning: evaluation of postbasic education, data and information systems, development of criteria and standards, transitional arrangement, continuing education, research, network development, and special programs. Appended are definitions of terms, and a list of symposium participants' names, affiliations, and countries. (SW)
