Capital Construction Funding Priorities, FY 1995-96. Presentation to the Legislative Capital Development Committee.

The primary goal of the Capital Construction Program for Colorado public colleges and universities is to adopt an action schedule for legislative budgeting of funds to meet approved educational program needs, to provide facilities of comparable quality to serve the students at the 22 campuses, and to create a safe and healthful environment conducive to learning. This report presents the capital construction recommendations of the Colorado Commission on Higher Education (CCHE) for fiscal year 1995-96. It outlines 34 projects totaling $48.3 million, which are urgently needed, as well as 5 projects totaling $2.4 million, which are desirable but not urgent. A total of $13.8 million in self-funded academic, research, and support facilities capital construction and $28 million in auxiliary enterprise revenue-funded capital construction, are also reported. Options for fast track implementation are discussed, as well as alternative fiscal plans and CCHE policies. A series of tables provides data on each project, including project name, description, cost, current and future funding, and completion date. Two appendixes provide information on the higher education general fund capital investment history and capital construction appropriations by institution and agency from 1973-74 through 1994-95.
