The status of drug policies, enforcement practices, and education and counseling programs at the University of Maryland College Park (UMCP) is reviewed, and recommendations for a model program are offered. Information gathered from other universities, from UMCP, and from a student survey at UMCP are summarized. An executive summary of the main recommendations of the Task Force on Drug Policies, Enforcement, and Education is presented, along with the findings and recommendations on the education and counseling programs at UMCP. Recommended changes in the UMCP "Code of Student Conduct" and other disciplinary policies are also outlined, along with proposed improvements in law enforcement on the campus and in cooperation between campus and other law enforcement agencies. Protocols for drug testing programs are included, along with a consent form for drug testing and release of information. Drugs that are proposed to be banned for student-athletes are listed. Extensive appendices cover: subcommittee objectives and members, people who testified before subcommittees and at open hearings, a student survey form, results of surveying other universities, advice of the Maryland Attorney General, and the current UMCP "Code of Student Conduct."
