Describes the Florida Ocean Sciences Institute program which is designed to rehabilitate delinquent teenagers. Problem teenage boys, including high school dropouts and drug addicts, are involved in a nine-month program in oceanography and maritime skills. Students develop the attitudes and skills necessary to become responsible and productive citizens. (JR)
