The first 5-year update to the 1982 Florida master plan for postsecondary education is presented. This update is not intended to replace the original plan, but to reflect on the original and the actions it precipitated, to refocus priorities, and to renew existing efforts. Part I, covering demographic and postsecondary enrollment patterns in Florida, focuses on population, enrollment patterns, and educational attainment. Ways to strengthen organization, coordination, and management are covered in Part II, including: distinctive institutional roles; coordination and cooperation in using resources (enhancing the contribution of independent postsecondary education, and enhanced linkage of postsecondary education to Florida's economic development); and financing and evaluation (improved program review procedures, and student tuition and financial aid policies). Part III, on strengthening educational performance and process, covers: undergraduate education, graduate and professional education, teacher education, Florida's role in international education, vocational education, participation and academic performance of minority and disadvantaged students, disabled student access, and programs for adult populations. Issues for the future are presented. Approximately 85 recommendations are presented that cover such areas as: institutional priorities, the Two-Plus-Two System, private sector contracting and accreditation, coordination of business/industry and postsecondary educational initiatives, program review procedures, tuition and financial aid, and student assessment.
